The European Parliament approved the Lisbon Treaty today by a clear majority of 78% (525 votes to 115) following a debate this morning in Strasbourg. Andrew Duff (Lib Dem, United Kingdom), spokesman for Constitutional Affairs defended vigorously the pro-European convictions of the ALDE Group "A small but noisy minority in this House, including the British Conservatives, offer no shared European solutions to the common problems we face today as Europeans. Such a Tory Party is sad, narrow and nationalistic" According to Duff, "The world waits for a European Union with an enhanced capacity to act with authority on the world stage. I look forward to the day when we can get on with improving the quality of policy that flows out of Brussels and Strasbourg, and when the Union can stand on its own two feet in world affairs. That day will come when the Treaty of Lisbon enters into force."

British eurosceptics went a step too far this morning in Parliament's plenary session when Daniel Hannan, a UK eurosceptic Tory, likened the European Parliament to Nazi Germany in 1933. The incident arose as Parliament was approving a procedural measure to prevent abuse of its rules on roll call votes and points of order intended to obstruct the functioning of Parliament.

The Foreign Affairs Committee of the European Parliament today voted its opinion on the Treaty of Lisbon. MEPs welcomed the changes made to EU common foreign, security and defence policy, in particular the up-grading of the High Representative and the creation of the new External Action Service. Today the European Liberal Democrats won an important battle in the European Parliament to ensure full parliamentary control and judicial supervision over Europol, the EU's police agency. A draft Council decision up-grades the status of Europol and broadens its competences. European Liberal Democrats are in favour of having a strong EU crime-busting body but want guarantees that Europol will be fully accountable to European Parliament (EP) and the rights of citizen are protected by the European Court of Justice (ECJ).
